The GPS receiver should be detected automatically, have you tried it outside?
The first GPS fix can take a few minutes.

its not prob of the getting the signal actually, its prob cant find GPS device. when click into map, a window will pop up "Unable to locate GPS decide; please verify that device is powered on and within range. Cont Searching?" anything that i miss?

It seems that your GPS receiver is busy with the software that is already on your system.
You might have to use a port plitter to share the GPS data with other software.
You can adjust the mortscript for that and get a portsplitter started before Garmin.

yeah, u seem to be right. Mind teach me the steps to get the solution done? y only Garmin cant get signal as other software like igo, papago cant?

If other softwares work fine on your device than it is likely that Garmin and your device are not compatible.
You could check some of the other Garmin releases that already include the portsplitter and if it detects ok simply overwrite all with this release and modify the mortscript to start the Garmin.exe from this release(change the path) inside the script with an editor).
But if that does not give you GPS reception than you have to stick to other GPS software.

You can change the language to russian if you have a suitable language file, it was already discussed pretty early in the thread.
Please have a look.
The menu language can't be changed I'm afraid.

As far as I know there is only the Asian and English language possible for the menu.
I have not seen any other menu language for the hacked versions.
